Can you file child support as a civil suit in the state of Texas ?

my ex husband has not paid me child support for 3/4 of my kids lives... they are 8 and 9 . He is living in florida not working ( selling drugs) but he does own a house back here in Texas and has renters that live there. I s there anything I can do This summer has financially ruined me and my water has been cut off, car repoed, elec bill month behind and no food in fridge . I need some guidance. Atty General can never find him to serve papers and his facebook jhe ust said he got an id card he has many outstanding warrants in Texas do tjhey not follow? Or he may have taken up new identity. He still calls and talks to the kids regularly and tells them he lives in Dallas and will see them next week well... tht was three months ago. I have given him the last year to get on his feet after a staph infection and almost died he even mooched off me for 8 months and I never asked for anything such as rent groc ect.. He is like 60,ooo behind in support between me and his other ex . Please Help
