What is the best video editing software?

What is the best software for windows that i an use to make video's for anime? i need one that does good effects etc. at the moment i have Sony Vegas 7.0 and it doesn't seem to do all the effects that other programs can do, but when i look at the other programs that people have they only seem to be ale to work on macs.... can anybody help me please.. i use it to put videos on you tube but the effects on other peoples videos are so much better!!! please help!!!
